This is a virtual panorama - meaning it was created using a computer.
It was created using Mandelbulb 3D and he colouring was done using a psychedelic mandala created in Contextfree.
This panorama was never meant to be shown on Google maps but the panorama viewer of Google Views it much better than the one of Google+ - only problem was to use Google Views I had to give it some geo-location. So I picked a small rocky island nearby.
I asked in forums but there seems to be no way to use this viewer for generated panoramas.
Well - Google has now taken it of the map.

Just looks like an artwork to me, looks pretty nice.

closest i can get to it is 54 Cherry Dale Rd. according to google streetview, though actually finding that weird photosphere brings the google maps camera out to some island off the brit coast
