The ghetto areas are at least to a good extent the result of discriminatory red-lining processes in which white baby-boomer families were allowed to settle down in suburbs after WWII while black families were generally not allowed to live in the same areas, even if they could afford it. That coupled with the Blockbusting done by realtors to cash in on white peoples prejudice. They'd basically tell a white neighbourhood "oh look there's black people settling near here" get them scared so they'd sell their houses for cheap, then the realtors would lease them to black families with oppressive mortgages.

The ghettos are bad because it's filled with black people and the black people are bad cause they're in the ghettos. wha cha gona do
