as an admin on many servers, i dont give warnings. players who break rules wont get it through their thick skulls as "bad" if they arent punished. Rules are there to be in action, not sit in the dust while admins give warnings. It really does make a difference to them. If it is something small like usage of a mod, i will tell them to turn it off (like a chatbot), but other than that, players should know what is coming to them.
