They gain massive amounts of intelligence by doing so. They:
- learn geographic data to develop invasion/ flight/ combat paths or routes
- obtain key meteorological data related to pressure, wind, and etc. for military purpose
- can use these as shows of force about the capable reach of Russia.

But little do they know we could (and would) mess them up fast.

The main reason is so they know how long it takes for our air defense to respond to them. They have been doing it since the Cold War, but it's a lot more common nowadays.
