In response to Erinaum's recommendation regarding Varakia, Zenia responds that to bring the conquered land up to an equal status with the conqueror is preposterous.  Varakia, on the other hand, clings firmly to the remnants of its sovereignty and makes it clear that it would prefer to remain as it is with the hope of achieving greater independence on its own.
Province = fully part of the confederation.
Territory = administered by a member or members of the confederacy.  Xianxan is an example.
They don't get the same status.  Ezbátu oversees them, and Varakia sends one representative, as opposed to the full member status of seven representatives.

Zenia, now better understanding what was meant, is pacified and agrees to it.  Varakian leadership, however, still clings to its independence with the one caveat of Zenian privilege and tribute.  However, following a series of large riots that claim the lives of almost five thousand Zenians and four times as many Varakians and causes massive property damage and loss along the road to the sea, Zenia steps in with its military and replaces the leadership with an unpopular but pro-Zenian puppet who agrees to become part of Ezbatu.  Riots continue, but the Zenian military is able to crush most dissent.

Avalonian carries out its threat, and all the missionaries that can be found receive forty strokes less one with the whip in private and are repatriated to Atensia.  It is explained that no more missionaries will be allowed into Avalonia, and that any who dare to invade Avalonia in future will be relocated to a bleak and uninhabited land where they may convert the ice sheets and engage in charity toward the rocks - to a city (large collection of warm enough huts) being built in the Atntinatanic Ice Sheet.  It is explained exactly where this city is, so that if the Ateni care to bring their brothers back, they can do so at their own expense, but Avalonia will not waste any of its resources sending the missionaries back to their homeland simply for them to return.  Future missionaries pack should mittens.

You wanted it your way or the highway, and you have been sent off to the highway.  At this point, Avalonians aren't feeling hostile toward the Cassians.  Most just feel that they're stubborn and deluded and just wish that for their own good they'd stop coming.  As a whole, this quasi pity hasn't brought about any desire to convert.

The missionaries are allowed to carry out their work in peace now that it's within the scope that Avalonia had determined to allow.  The Avalonian people are still hard hearted toward their work, but the government has laid off persecuting it.

EDIT:  New Atensiaball.

5 thousand missionaries are sent to Avalonia in peaceful protest. They claim that God cannot be turned down.

They cease organized charity and just individually give goodness in the form of shelter at their own homes.
You wot.

Dude, they ceased organized charity and were just given a ticket to Avalonia.

Besides, how are you going to properly round up 5,000 missionaries, individually give all of them 40 lashes, and then send them all back to Atenisia.

A practical country wide mourning is held as the years gone by, after the grand plague finally comes to an end as the clans had taken quick action against it to assist in its eradication. The massive loss in population is staggering

Meanwhile, after learning Rēsugurētā's language, the men's families return. After being left there by the Frankish delegation to learn the language, they return with books and bilingualism. The books are being copied and placed into Galaumian libraries. A new Frankish delegation is sent to Rēsugurētā, asking for a trade treaty.

Rēsu-sama accepts that stuff after it's plague is dealt with.

Woops misread.  Will change outcome in a tick.

Also, if they're doing stuff like preaching and charities it shouldn't be too hard to find them.  The rest is simply a matter or logistics.  Also, 39 lashes (40 less/minus 1).

Erinaum offers to aid Zēnia in subduing the region and establishing order.

Um, there needs to be Green Lines between me and Haman/Irajinad.

that new atensiaball was gud

Reports from the northwest towns of Avalonia report that shrines to the three deities have been torn down.  Local religious leaders have been chased out, and replaced by priests of the Cassian Catholic faith.  The first few of which were ordained from Atenisian, Sweisenian and Albitonic sources, the following were promoted internally.

*success*

Unrelated:

Atenisia makes it very clear:
any purging of the cassian catholic religion in any region will be met with retaliation.

Vote 4 groop:
Change doctrine to include protection of the cassian catholic faith in any evironment, country, or region.

Good Lord.  Those responsible for the chasing out are found and publicly flogged forty strokes less one and repatriated to their homelands or if Avalonian, exiled to Atensia where their zeal will be appreciated more; the local priests who aren't causing trouble may care for the needs of the flocks.  That's not how we do things in Avalonia; there will be no chasing out of religious leaders because they are of a different faith, and if they anyone is exiled, it will be through due process - not mob rule or anything of the sort.  Religious leaders serving for the Three Deities return under explicit orders not to incite violence or persecution against the Cassians.

It is discussed in the Avalonian Council whether or not allowing Cassian missionaries in at all was a good idea given the trouble they have caused and are continuing to cause in some cases.  A measure is passed limiting the number of missionaries that will be allowed in Avalonia at any given time to 1,000 persons who must be cleared by the Avalonian government to ensure that they're not going to cause any kind of trouble.  The Ateni government is informed of this and it is recommended that missionaries to Avalonia be instructed in not just the tenets faith, but the expectations regarding law, order, personal freedoms, and sovereignty that the Avalonian government has, in order that future interaction may be less strained.

The internal affairs of Avalonia are not the business of Atensia nor the Holy Order.  Any attempt to interfere is an act of war.  As a result of Atensia's statement, the troops and militias receive some extra training and any exports of military use to member nations of the Holy Order are cut off.

Due to fears that Christendom may cause some to be less loyal to Avalonia, Cassians are prohibited from holding any public office or serving in the military.  This puts Cassians at a disadvantage as far as the honor system goes, as these fields may show the honor already possessed by the person.

The Holy Order, God bless, demands the rights of Cassians in public office and in the military.

Avalonians who were exiled because of their zealous and holy belief in the true religion are immediately given shelter under the wing of Atenisia.

Missionaries from Dirvash and Arcano in conjuction with Atenisia arrive in South Calzone.

Plethora, you cannot possibly be able to put enough resources towards the tracking of Cassian missionaries in your homeland. You cannot possibly continue to be so anti-religious in the government, because that is not how it is during this time period. Besides, "allowing" missionaries is not the correct term, since they just don't come along and say "lol we are missionaries top KIK" and roll around with signs saying that they are missionaries. They come regardless if you allow them to come. You can still be anti-missionary, and push them away through flogging and deportation, but you aren't going to round them up like hogs. They are spread out.

The Holy Order, God bless, demands the rights of Cassians in public office and in the military.  You have no say in the matter.

Missionaries from Dirvash and Arcano in conjuction with Atenisia arrive in South Calzone.  It is recommended that the Holy Order not exacerbate the situation.

Plethora, you cannot possibly be able to put enough resources towards the tracking of Cassian missionaries in your homeland.  Avalonia is rolling in cash; we trade with like half of the world and balance the budget.  Matter further addressed below.

You cannot possibly continue to be so anti-religious in the government, because that is not how it is during this time period.  You're right.  In this period missionaries would be beheaded and thrown into a river.  We're not completely limited to the ideas of the real life times, and Avalonia has developed a unique culture.  Avalonia is not some feudalistic collection of baronies, but a nation state after a manner.  You think I can't do this?  Watch me.

You are correct, there cannot reasonably be 100% success in tracking them down.  However, the political structure in Avalonia is such that word travels, and its' not like people wouldn't be sending important information up the line to be dealt with.

That 1,000 missionary rule applies to the entire Avalonian Union, not just Avalonia by the way.  If the law is enforced simply by limiting Holy Order immigration, then that's what has to happen.

An envoy is sent to Galaumia to discuss trade, political relationships between the Four Crowns and the Avalonian Union, and other things.

An envoy is sent to Ezbatu as well.

South Calzonians now tend to identify themselves as Avalonians rather than as Calzonians.  Their population is counted as such now.
