Indeed it is. Most of our insults are actually just terms for actual disorders that we apply to people. "You're a psychopath." is actually a pretty popular insult in pop culture too, so it's not like Robo went full on like "You seem to have psychopathic personality disorder with a touch of autistic psychopathy to boot."

It stems from multiple different words, namely Gothic "dumbs" which does indeed mean mute, dutch "dom" which means mentally handicapped, and german "dumm" which also means mentally handicapped. It's sort of a wash because it used to be popular to refer to severely mentally handicapped people who are incapable of conversation as mute. So while technically it did stem from the gothic word for unable to speak, the connotation was pretty much always (and definitely at the time of evolution to English) mentally handicapped.
