Enter Count Reginald Von Villainy (the little guy) and Mike (the big guy)

I ended up rushing this juuust a little toward the end due sudden bananas and not wanting to redraw anything else super big since I was almost done

A couple things for continuity's sake:
Mike can shrink and grow to various sizes (I don't plan on keeping him the size of a building for too long so if that worried anyone never fear I suppose).
and,
All you really need to know about Villainy is that his white-gloved hands are indestructible.

also villainy is like really short as well

Im trying to find a program that does anti-aliased  lines and pen pressure but paint.net doesnt do that and i cant figure out photoshop

I'm using a program called FireAlpaca, it's pretty great, in my opinion anyway, and it can do exactly what you're looking for.
