Where is admin apply at the server

I join the server random a few time, I found one server has it. I wonder why they has not restart server to enable the add-on or never use the mod (admin apply). But... We got good download a hundreds from the people. I am asking to Host will explain why not use the admin apply mod?

Because... They don't feel like using it? It is a rather complicated mod at first glance, it might discourage people from using it. Besides, most servers are not large or popular enough to need an advanced apply system, or if they are, they might have their own system. (post in server topic, etc.)

Those hundred downloads don't necessarily mean people will be using them aswell. They might be just checking it out, or download it just for the sake of having it.

It is indeed a very useful mod, but that doesn't mean everyone needs to use it. (if you were implying that, I kinda can't figure that out)
