I read a news article about how they've had a potential vaccine for Ebola, but haven't had a lucrative enough market to reveal it so it's just been living on the shelf.

That's the most common conspiracy theory surrounding the medical industry. Everyone thinks that doctors have all the diseases figured out, but they're just not
telling us about the cures for all the world's awful diseases. It's also no surprise that the conspiracy theorists who perpetuate this myth are always selling some kind of 'miracle cure' for a disease that never actually works. It's nonsense.
The reality is that medical treatments are extremely difficult to make. The diseases we struggle with treating the most have complicated biology, and making a vaccine requires researches to make a product that is proven to prevent an illness, can survive long enough to get to the patients, and is safe for the public. It's much harder than the early inoculations where you'd rub some smallpox juice into a few scratch-wounds to get immunity.
Plus, how could /any/ possible ebola vaccine not be extremely lucrative? Do you know how many people, who have absolutely no risk of getting the disease, would gladly shell out $100 to get vaccinated for it?
