all of your topics have ambiguous titles
like "what" or "hey"
you can't tell what the topic is about from looking at the title
a better title for this is "Why did my topic get locked?"

i'm not joking, you create two topics, both with extremely ambiguous titles, "hey" and "what". it might as well be "ooh" or "haha".
your first topic gets locked, and you ask "who did it?" Well, use your brain. Who else on this forum would have the ability to lock topics? is the idea of an administrator locking one of your unneeded topics that baffling to you? did you really need to create another topic named "what"?

how to fix:
1. edit op subject to "uh, who locked my last topic?"
2. delete previous instance in message
3. save edit
