It's an engine bug, apparently when the glitch hits the area it stays there for an extremely long time, no matter how much the devs try to fix it

they fixed the Hiroshima area enough though, idk about Chernobyl

Did you complete the quest "College?" It takes like 4 years to complete but it greatly increases your chances of getting accepted for a job.
