I feel like the best solution is to get a consensus of consumers to urge companies to provide net neutrality.

I'm using RCN, which is a local ISP/Cable Provider in South Eastern Pennsylvania.

Do local ISP usually slow down internet speeds?

I fear that if any government regulation of the internet happens, as indirect as it may start, bureaucratic overreach will find a way somehow (as tends to happen). I'm not saying that it's good for the ISPs to manipulate speeds, but I have a feeling that government regulation won't be any better. I simply urge caution that we not go cheering around  like this is the final solution.

All the government needs to do is simply say "hi forget you don't give these people throttle. stick with net neutrality." and punch them in the mouth with fines if they do it.

They aren't regulating the internet. They're proposing to regulate what's ok and what's not ok for ISP's to do, which they have done before.
