If you watch the team that started this all, they literally just sit around and do nothing most of the time. When everyone is telling them to get out of the way, they just sit around, and like one of them half-heartedly attempts to paddle. Then, when another boat is obviously attempting to get past them to one side, they keep going. There is no attempt to stop, they just force them off the river.
