While it is legit you have not even ran the thing - besides that the Avast blocked the file from even being downloaded as well.
Steam updates are simply steam updates though. There's nothing suspicious about that.

and for those who dont know how this is actually a virus, is im pretty sure it hijacks steam accounts and automatically spams other people with it, like an e-mail worm i think.

Yeah anyway, this and a Java drive-by are currently the most threatening things on Steam.
So yeah, disable terrible Java in your browser if you haven't already.

I keep getting sent scr files from steam by random players who go offline as soon as they say "I took an awesome picture of you"

They dont have any of my games in steam either.

Tried to run it sandboxed but it likely has sandbox detection.

jario taught me to never click steam links ever (i still have the nightmares)
i recommend you do the same
