Sounds like a bad idea to me. If you're shooting at random people outside of your building, you risk killing non-looters in what is essentially an act of vigilantism.

I'd probably fire blanks and people who get too close, ask people to leave, and shoot at the looters inside of the building. Shooting people on public streets and walkways is big no-no.
