Storm Troopers are the 40k equivalent of Space Marines. Which are smaller group of infantry supported by a bulk of poorly equipped conscripts(Imperial Army(SW). They still made clones after the war, but they became too expensive, so what was left of where made into an elite group of storm troopers while the empire began recruiting normal humans into the storm trooper ranks. Their job is to basically take and hold and raid ships while the Army holds those territories.

Also ShadowStorm Troopers, most badass next to the sand troopers.

But who would focus solely on the little arm guards while there is a much longer part of the blade also trying to cut you down?

Given the way that jedi and sith usually fight, aiming for the arm through the metal on the guard could just get you parried or something.
