a crCIA actually becomes a crCIA, however, when a world power backs a side (such as ussr supporting germany and france supporting czechoslovakia). only the delegation of the top 8 world powers will matter when it comes to backing sides, however, lesser nations of the world may make their voices heard as well. abstaining from a crCIA will drastically damage your international appeal, risking your status as a world power
the two sides must then complete negotiations to settle the issue before it becomes hot--bringing all supporting members into a world war
this will help create a tense atmosphere which the powers of europe felt during the era (namely letting Riddler annex both austria and parts of czechoslovakia to appease his appetite for war) to either infringe or abstain
