Check your recycling bin, since chances are they weren't permanently deleted. For not being able to chat or see chat, make sure chat isn't disabled (chat line time being 0). If it is, set it back to a higher value, such as 6500 for 6.5 seconds.

re-download it completely is my best advice, check the recycling bin and search for the files on your computer.
