I would imagine that 50 degrees Fahrenheit would be uncomfortably cold for me in shorts and a t-shirt and minimal movement. 90 degrees in the same conditions would certainly be uncomfortably hot after a while. I'm pretty sure staying in uncomfortably hot conditions for an extended period time is more safe than staying uncomfortably cold conditions, assuming your body has no ability to cool down or warm up, which is the scenario.

My short sleeves temperature preference is above 40^o F for any amount of time. I'll go outside in short sleeves at virtually any possible temperature below that if only for a few minutes.
