Well for terrorism there needs to be organization, a political goal, and some sort of use of force(acts of violence).

A lazy janitor might have left out some cleaning chemicals and two people just happened to get into a fight and knock over the chemicals.
If it was an intentional attack, I'd probably guess that the attacker was either a furry who got into a disagreement or some dude who just hates furries.

that kind of stuff would only happen if someone was close enough to inhale a good amount of it, which didnt happen.
I'm not an expert on firemen stuff, but I do know is that chlorine can become gaseous and become toxic. Now as a firemen, you'll probably be dealing with factories and warehouses that might be storing chemicals. If there were to be a spill or fire, You would not want to inhaling toxic smoke or fumes. So I would believe firemen have to go through hazmat training because they'd be the ones to respond to chemical issues.
I'd say Destroyer is more qualified here when it comes to hazmat and hazardous related material things.
