Server Hosting Not Working? Punch packets

When my friend tries to join my server, It always says 'Sending punch packets' I tried it not dedicated and dedicated. Neither worked. For some reason no one can join when it should be working. Please tell me how to fix it

Tick the "Disable UPnP" box in Options > Network (if it's not already ticked) and try again.

That's not a good solution. That method only lets some players connect depending on the router configuration.

It's weird for me. It seems my server only hosts when I have my ports forwarded AND UPnP is enabled. However, with my old ISP, UPnP never worked and I had to keep it unchecked but ports still forwarded. I actually had to call them on the phone and ask them to open their ports to 28000 before I was able to host even with them forwarded in my router settings.
