How do i add a picture to a post with out uploading

unless you mean using the add attachment, you can't.

noedit: if that IS what you want, when you post you go to additional options, where it says Attach: click Choose File, then pick a picture. But it only shows up like this:

Put [img] tags around the link.

Press preview to see if the image displays correctly.

Oh I thought he meant without like uploading the image to a site

if you don't upload an image in some way, nobody will have access to see it since it's only on your computer
to get an image to display to other people, you need to upload it somehow
uploading it to the forums as an attachment works, or to an image hosting site
