Need help changing avatar again

Into this:


A 70x70, 52.8kb gif. But, for some reason, it still won't upload. This IS under it's limit, right?
What do I exactly need to set this to to make it to work?

Used ezgif.com's resize and optimize tool. I used ImageMagick as a option to resize, and removed every 2nd frame in optimization.

I tried that website first since it was at the top of google's search results, and it wouldn't let me upload the generated GIF.
