When I set my resolution to 1920x1080 in fullscreen mode, the game window looks like this:

Then in windowed mode, I can't make the resolution go beyond 800x600.
(Error message: "can't switch to resolution larger than desktop in windowed mode!")

Using setres(1280,720); in windowed mode I get the following:

My graphics drivers are up-to-date (NVIDIA GeForce 820M)

Is your screen monitor resolution 1920x180?
It's reporting your maximum window resolution for your desktop is 1273x690 (Which includes room for borders).
Make sure your desktop resolution under windows is set correctly if your screen resolution is greater than 1280x720.

Yes, my resolution is set to 1920x1080.

Try making borders smaller, that's all I can think of as for now

What's with that "Custom Resolution" button on the GUI?
It could be an addon
Also, are you able to run shaders? It sounds like an odd question, but if you can't it means you're running it on integrated graphics(meaning it's using your integrated graphics rather then your GTX), and that could be an issue maybe idk?

I can run shaders on minimum. The custom resolution add-on was something I downloaded to try to fix the issue.

okay, you should be able to run shaders on at least low since you have a NVidia card.
Have you downloaded the NVidia drivers?

Select the proper driver and download it if you haven't. When installing, your computer will glitch the forget out visually, don't worry, it's fine.
