Well I have a budget of around 625 bucks-650 so I wanna be able to run max shades on bl, and play tf2 with good framerate too. Has to be windows 8 atleast, any parts and or computers that do have these additions to them please tell.

Yeah, I'd recommend saving up some extra money buddy, plus there might be some other things you'd wanna add.

Why the HECK do people still put windows 7 in builds? It is an outdated OS. heck, Windows 8.1 is going to be a generation behind within the next several months with Windows 10 coming out this summer (most likely).

Especially with the rumors of Windows 10 being free for Windows 8 users, it really doesn't make sense to go and buy 7.

Add an OS and you're at about 625
I'd probably swap that CPU out with a low end i5, though
Take the optical drive out if you already have one

I stated in my post that if he was unhappy with any of the parts it's his choice to change them around.

That, of course, is if he takes my advice at all.
