Just Cause 2 wont work because of a processor error?

Ok so, I made a thread 4 or so days ago asking if my specs would work with Just Cause 2, everyone said yes or that older computers worked with it (At low graphics). I bought it, and installed it after upgrading my RAM and OS. (4GB RAM, Windows 7 Home Premium). I hit play on Steam, and it started installing some sort of Visual C++ stuff, but later on it came up with an error that said something about my processor not being x80 something. I closed the error not thinking. My first thought was it was because I didn't install my AMD GPU drivers. But it had to do with the CPU so I crossed that off.

Could anyone troubleshoot?

Updates: Switched 1GB of RAM out for 4GB, added Win7 Home Premium

Error went away, but now I am getting a directX error

Minimum version of DX for the game is 10, I have 11.

Turns out I am not the only one having the same problem on  JC2, looked it up on google without even typing JC2 and the results where for JC2

According to what I found on google, your computer's video card is a ATI Radeon X800XT which only supports up to DX9

Ok, looks like I should start selling my parts now. I need a new computer in general.

blame the creators of just cause 2 for making DX10 as a minimum requirement. why they did that is beyond me because the game would look the same in DX9
