Sqlite Error

When I was starting my dedicated server, It started up correctly, but it came up with a Sqlite error. Can anyone help me?

Remove cache.db from Blockland foler, Or open its properties and make sure your machine is allowed to write in it.

That was my error. but how do I access properties on Windows Vista?

I don't have a copy of vista, But i think its pretty similar to win7. Right click cache.db and select properties and it sohuld open a window. Then under the tab called "protection" or "security" there should be a list of users. When you select your current user make sure all the permissions under it are active.
