Will addons gotten from workshop at least be stored locally so asshat developers that remove their addons from the workshop don't get it removed from your computer?

That actually bothers me though because Garry's Mod leave behind unsubscribed addons and sometimes leaves behind outdated addons

How would custom hats on other players servers work though if they were to be implemented?
say you've go like 10 people joining with custom hats you don't have, what would happen?
