-1 is shown when said player just joined and their BLID wasn't passed on to the server IIRC.

The client never passes on their BLID to the server tho, it's the auth server that tells the server what the clients BLID is

Then maybe it's when the client just joined and the server didn't pass said client's BL ID to the rest of the clients connected ingame. What I do know for sure is that, as soon as someone joins (especially in loaded servers), their BLID is set to -1 for a few seconds.
