How should the arrest system work?

When you kill someone as a cop, it arrests them.
When you kill someone with your (T+T) baton as a cop, it arrests them.
When you kill someone with your special baton (can baton drugs, doesn't damage non-crims) as a cop, it arrests them.

How would this change anything of how people play in a CityRPG with the same features? Why not add something new and unique?

You should make specific roles of Police jobs,

Like this

Jr Detective
Tools:
Baton
Pistol
Income: slightly more than a normal officer (Idk what it is)

Detective
Tools:
Baton
Pistol SD
Income: Higher than Jr Detective

Chief Of Police
Tools:
Baton
Shotgun
Pistol SD(Or not)
Income: Highest of the Police branch

Officer Intern
Tools:
Baton
Income: Lowest, or none at all.

Jr Officer

Tools:
Baton
Tazer
Income: Low but Higher than Intern

Officer
Tools:
Baton
Pistol
Income: Intermediate (In between) (Higher than Jr Officer)

And so on.
