There's no way that's his real voice. It sounds too 'dictator-y' which leads me to believe that he's lipsyncing or something and he had some kind of voice-over artist do his speech. Not that crazy of a conspiracy theory when we're talking about North Korea.

He sounds more like he doesn't care. He is probably more of a gamer/nerd than a leader. Wouldn't surprise if they had a guy voice over him on a few occasions.

He has an accent, just a high voice.
