Probably because he was forced to as pawn which is why he was quick to give up.

The hacker group that controller him claimed to have radioactive bombs.
He has a pistol with a silencer in the NL, pistols are hard to come by, silencers even more; I'm convinced they do have at least some type of bomb.
Seeing his normal civilian like life, I'm sure he was threatened to be in this situation, seeing by he only has a brother left, and he also was into politics.
