Something Is Wrong With My Shaders And Flashlight

Well, for some reason, my player light will not activate, and its weird because i have no mods that disable/use the same key as it. has this happened to anyone else? people on my server can't use their light, so i know its not my keyboard.
And also, the Shading/Shader Quality. For some reason, it will only go up to minimum, anything else, it will automatically set itself to Off. Please Help. its Really REALLY annoying.

Start a game, and once you spawn, type trace(1); in the console and try to trigger your light. Quit the game and post the console.log here.

The shaders issue is your graphics card's incompatibility to handle OpenGL (most likely.)
