How do you get the speedcart vehicles

You know how there are a lot of vehicle types in speedcart? well how come I cant access them on custom and why cant I access them? the vehicles look very cool and I want to use them

Do you execute the speedcart gamemode add-on which contains said speedcarts?

What's this? Gamemodes have server.cs files that can execute things such as karts? Oh my lord, who would've guessed that a server add-on can actually contain a server.cs!?
