There are over 200 people in the no reporting group.

His primary membergroup (instead of additional membergroup) was set to that.
The person's primary membergroup is shown on their profile, unlike additional membergroups which don't show up at all.

They didn't even post anything as far as I can tell

posting =/= reporting. I'm assuming they used that account to make junk reports or something like that.

As a forum owner, it's probably because a staff was being lulzy and accidentally selected something unimportant like making a user unable to report, and either didn't see or didn't care.

I had my ability to report to a moderator revoked a long time ago, but that isn't my status.
