I don't think that's an adjective. I'm pretty sure it's a verb.

There are a lot of non-adjectives in this thread, but this one in particular was interesting because I don't actually know if I'm right or not.

Well would "to be" be the verb, in which case "seems" is an adverb, which I have once heard is a technical adjective.
