Basicly whatever I type to type ' or " in-game the console opens, is there a way I can change they keybind of the console so I can type that in?

Uhhh, the console SHOULD be bound to ~, not sure what's making it being bound to the ' key

I guess I use a different type of keyboard.

Yeah my console is bound to ` as well. If you want to use the character in chat then the best thing to do would be to copy/paste. If you want to bind it to something else then I'm not sure.

I think on US keyboards the tilde key is on the top left, but in other keyboards its next to the Enter key. But we all open the console with the top left button.

NOEDIT: forget I didn't realise that's a completely different character. I guess different countries have different keys.

I noticed a while back screwing around that pressing ` once will open the console. Now, to chat with it, press and HOLD the ` key. It will close the console and begin spamming `s in your chat text. BTW, Ippy, ` is ~. (Atleast in my keyboard. Shift+`=~).

Is your ' and " key next to the enter key, or at the top left?

But OP isn't talking about the ` character. He clearly said that it happens when he types an apostrophe. He even said he can't type the " character, and I don't know how you could possibly get it confused at that point.
