Observe the area from 6 AM to 12 PM on Monday. Make sure that all of the residents in the surrounding houses have left for work/school. Count the cars that are in the driveways of all of the houses at 6 AM. Then count them again at 12PM. If the amount of cars if significantly lower at 12PM then at 6AM, Then 12:30 PM the next Monday would be the time to strike.
