Moderators can do the following:
Mute
Guardban
Wardenban
Slay and Revive (both regular and resbring)
Fetch
Find I believe
Use admin chat to talk to other admins
Check the logs
Use the administrator bot for death locations

But they can't kick or ban, which means they don't have the proper tools to host and be sure to keep things fine
And admins can, so they can host without a super admin or host needed

Huh, I think I remember Niblic saying mods couldn't ban/kick, and that was why they can't host
