I don't think you can legally do anything about it.

It doesn't matter what he's trying to do, you can't connect to a network that you don't have permission to connect to. If he doesn't own the router, he doesn't have the authority to decide whether or not he can use it.
It's doubtful that anyone would actually get police involved, but if the router belongs to his roommates, not the school, and he does anything, he'd probably get in trouble with the school. Which seems like it'd be a bigger deal if you live on campus. He'd probably get in trouble if he did anything and it belonged to the school, too, so in that case talking to the people in charge of it is the best option.

If the router has a default password you can easily get on and mess with it, try to do something like turning it off it randomly a few times so they think something is broken with it and then turn it off and unblock your IP, he'll think its the router breaking instead of you causing it.

If neither you nor your roommates own the router, and it belongs to your school, then just contact them.
Since you're in a dorm, I assume you're paying some form of rent to live there?
In which case you're also paying for internet.

no, according to him there's also the default school wifi but it blocks important stuff (steam for example).

it blocks steam, pretty much any online game i could want to play, a LOT of sites [opendns blocking, which has a HUMONGOUS list of sites to block, such as minecraft forums, steam community, etc - pretty much every site not related to school that the designers of opendns could think of]

does it block BLF?

I don't understand what the forget could possibly be happening with the OP. So you're in a dorm, with roommates, and they've plugged a router, I assume, into the room's ethernet, and now they won't let you use the router? And the wifi blocks stuff but the hardwired connection doesn't? Are students allowed to bring a router to the dorm? What the forget is going on in Romania.

You should probably just find new roommates.
