What are the 'bare minimum' add-ons for a freebuild server?

Well, I'm thinking of regularly hosting a freebuild.
If I do so, I need to know: What are the bare minimum add-ons I should have? I'll be using the absolutely amazing Tank add-on pack, but I need others.

Suggestions, please?

Bare minimum?
Basically the default bricks, fill can and duplicator.
Maybe some advance brick packs, the verticle plates and cool.
That's all I ever use, to be honest.
