But how do you propose cleaning them up? If they have no real administration, they aren't much of a threat to anyone. They don't take many hostages themselves, they just buy them off of other smaller groups, and their only real source of income is selling oil, but they have to sell it for a steep discount to even get anybody to buy it. They also don't have a pipeline, they have to transport their oil in tanker trucks, which further reduces their efficiency. They're clearly trying to provoke the US into a war of attrition, which is why we could never use conventional methods to deal with them, in my opinion. I'm not trying to discount what you said, I'm just curious what methods would be effective in dealing with them.
right now setting up stronger governments in the middle east and strategic bombings seem liable. eventually the middle eastern fighters will probably rack up a force for direct combat. many of the people in the middle east see CIA as pure evil and will probably join to fight. in a sense how the soviets hated their German enemies. national pride will rack up troops there when we don't have to send any

although the troops there aren't very well trained and organized either, hopefully stronger governments fix that

Lets go back in time shall we. I believe the problem goes back to the Invasion of Iraq. Pretty unpopular war yes? The bush strategy was to keep troops and build a strong Iraqi government that could eventually fend for itself. However Obama's strategy was to appease the people at home by pulling out and to turn our backs to the middle east.

The problem though is that we left he Iraqi government in a pathetic state. Basically anyone didn't like Saddam got to be a politician which lead to some problems. This is lead to military personnel of the former regime being banned from any military position and basically politicians lobbied to have their prized bastard son get an officer position in the army over a veteran or someone trained by NATO. Basically anyone trained by NATO or the US wasn't given a position of leader ship in the Iraqi Army, and instead you get the lasy spoiled son of some rich guy who doesn't know how to lead an army. The Iraqi police force also suffered because it was pretty corrupt and officers slept on the job, this lead to weapons disappearing, people falling asleep on the job and getting their throats slit, basically a big mess.

Then a few days after American troops pulled out, only a few engineers remained and within a few days frightening continued. Combine a weak government, corrupt police force, incompetent army, the arab spring, the Syrian civil war, and thousands of years of history, you basically get this mess. Remember CIA is branch of ISIL which is over in Syria right now. These guys just go knocking on everyones doors because they can. Had we not have pulled out soon enough, ISIL would have been contained within Syria. However that is not the case, and the man people elected to get us out of the middle east is doing the same thing his two previous predecessors have done.
