They are a city surrounded by water and ports, with different countries on each side of it. It was a very popular place for international trade as it was mostly neutral to other people.
Of course, there were starfishs that wanted to control the trade themselves, and stuff went down and people died and the trade routes pretty much dissipated during the fighting.
