The file size is too big. It needs to be under 10 MB I believe, try going on an image compressing website.

it's not about file size. I mean, it certainly can be, but in this case it's not at all. it's some attempted security thing that the creators of SMF added at some point, but it seems to have a lot of false positives
using photoshop's "save for web" thing works for me. if you don't have that, GIMP probably has a similar feature, and it's free

also, alternative, the image he's trying to use is 17 and a half kilobytes. 10MB is way bigger than that
