Nono, this would only have something like cosmetics and weapon skins. Its not pay to win

Sure, there can be a weapon blacklist.

I can also make it to where you can be guaranteed a weapon (thats in the spawnlist)

If there ever were to be OP weapons, everyone would already have a chance of spawning with them.
