Not necessarily, pixel art can be horizontal instead of vertical but it is highly unlikely.
Most pixel art is horizontal; just saying

If it was pixel art, wouldn't it be in an angle, according to all the other images?
He meant the camera is at an angle, the "blocked" image is straight top-down, so unless whoever "built" it made it incredibly large + at a 45 degree angle, that is not pixel art.

That's not the image of the server. That's your ISP (or any local firewall/online filter) injecting bullstuff in your downloads.

It kinda looks like it's some sort of ISP-level block.

I don't know how long the results will be available, but a quick reverse search of the image pulls up a lot of sites in Hungarian.
