Genera says "nah" unless they can get a line or branch running through one of its major cities.

was thinking private contractors, but if the government is willing to pitch contractors (at the cost of its own rail being built), then sure, we got a deal.

to be honest i thought genera wouldnt be willing to be a part of the railway

Upon hearing that Genera will cooperate if they get their own branch, the plans are reformed to stop in Genera at one point. It's expected to cause about a month's delay in starting the rails, and up to 5 years in construction of the lengthened rails. It's going to be worth it, though.

Hemlock burnings and general harassments continue. Several more garrisons are attacked. The consensus of the leading military and social minds is that there are two options; win over the natives by infrastructure improvements, and the building on necessary facilities, or the destruction of the individual clans, to cause a diaspora to larger settlements, where Vlast may have better control.

Political envoys are sent to the unclaimed territories north of Vlast. They offer membership and the formation of locally-run federal districts.

They accept in the north, so long as they can preserve their cultural identity.  Those in the east refuse.  (Also isn't your economy and military a little strained at the moment?)

Cultural identity will remain unharmed but they will become a protectorate state, identical to that of Taczowa or Noastadt.

The north state accepts.  The eastern tribes say that they cannot allow their loyalty to sway.

A privately hired mercenary unit defending a mining project near the SAFD Dudal has been shooting all manner of game animals for the past year, out of boredom or cost saving.

Either way, the attacks have gotten less frequent. A nearby military unit attributes this to a falling food supply. Word begins moving up the ranks.

In the lower Duma, the seats are evenly split between the FLP and the CWP. Some recently added territories push for weaker Federal control, and want more of a confederation than a federation. The CWP has this idea on there platform, but for a different reason. Mostly monetary.

Mines and lumber mills are established in Kyrnov.

Elmic officials are opting for a partial government reform by establishing a federacy amongst the UEK and its protectorate states, in order strengthen the unity of the state. The Tsar looks into this but has yet to form a will for the matter.

Taczowa's, Noastadt's, Kyrev's, the Elmic region's, Genera's, and Kyrnov's governments and populations are polled on the matter.

The Elmic region's populace is in favour by 80%, and its government is in favour by 90%, however the Tsar's inaction on the matter leaves the poll open.

The annexation of some Taczowan territories, and thus their divided population, suggests that Taczowa will be in favour of a federacy. Of course, the polls haven't returned yet.

To the protest of peace advocates, the military finds its strategy. Soldiers shoot any game animals that can be found. Crop fields are burned. Hemlock fields are torn up. Units begin partaking in the shakedown of entire villages. Populations are relocated to larger settlements. The media report great conquests, but there is little to nothing on the strategy. Any warriors found are immediately taken prisoner.

The government starts setting aside food supplies to supply the displaced populations.

Stationed Elmic forces assist their Vlastcovite allies in their war of attrition.

Astura mimics the tactics of Vlast to gain their side of Dudal, However:

Warriors of Dudal will be given the choice to work as slaves to Asturan people, Work in difficult jobs such as deep underground mines or become prisoners of war.

There's really not a significant difference from military and civilian in Dudal.

why dont we just raze dudal to the ground, then use its ashes for soap and its land for mines and factories?

Well, it is fertile land and can serve as a good source for a forestry industry.  Tourism as well, as there are many sacred pines that are thousands of years old.  Additionally, the region is very moist.  One might consider certain areas of the Black Forest region a temperate rainforest.
