I could come up with dozens of scenarios. Will you give in to the anchoring effect and say "well that's just one scenario!" I wonder.

Here's one: An officer is patrolling an area that is frequented by gangs. He sees a drug deal going down in a back alley. He approaches and the drug dealer takes out a loaded firearm. The drug dealer won't stop because of a rubber bullet with all the adrenaline flowing through his body, the officer needs to make a split-second decision to fire at and take out the target or they will die themselves.

resisting arrest =/= death penalty. that's the bottom line.

a cop's job is to maintain peace, and killing people for misdemeanors and minor felonies is not peace-keeping.

there are entire countries where cops don't carry guns at all and they're doing just fine
