romans start training guardsmen and a few random civilians to use spears
some roman spears are made almost entirely of wood so that the tip can be lit on fire and thrown at enemy ships
bows and arrows are also used but dont get set on fire- they're mainly used by the guardsmen to shoot at people running at the roman empire

more military get trained, there are now 2 types of military in rome- the Roman Legion, and the Guardsmen
guardsmen stand post on or near the walls and most are equipped with bows and arrows though the ones on the wall closest to the coast are equipped with spears, with torches nearby
the Legion are equipped more with spears and swords, and are generally used for invading as well as stopping larger threats
both military groups have standard lightweight armor which is/are more or less wooden vests
all ranks but the two bottom ranks of the Roman Legion get simple buckler shields

Okay so um, I'm sorry I didn't explain this well enough, just keep in mind Rome is dead, the Romans are just a left over ethnic group with advanced technological capabilities
