Institutions put these things into effect so that they can protect you, your child, and those around you. It's the same reason why safety procedures for any natural disaster exist. If there's an earthquake and you say "I refuse to get under an object because I don't want to," and then get injured or killed by falling debris, the institution and taxpayers should not be held liable for your choice not to follow procedures to minimize harm to yourself. That's exactly what's going on here. Sure, you can remain ignorant if you want—that bubble is always an option, but what this law does is just say that taxpayers, institutions and insurance companies will not be made the victims of individuals' stupidity. I don't see how anyone has to explain this; one would imagine that taking steps to protect oneself from harm would be hardly second-nature, but instinctual.
